We are uncovering better ways of developing software by doing it and helping others do it. Through this work we have come to value:
  • Individuals and interactions over processes and tools
  • Working software over comprehensive documentation
  • Customer collaboration over contract negotiation
  • Responding to change over following a plan

That is, while there is value in the items on the right, we value the items on the left more.

We always need to be able to respond to change because it's inevitable, especially in Government due to cyclical nature. Dan Heilman: Having collaborated to build the software development process framework in several organizations, the ones that worked the best were the ones that had the most flexibility and per-project tailoring. The teams that worked the best, were the teams that involved customers through the entire process. I have not run across a better and more fun way to build software.
