Actually, and through my work, I found that the best way to developed the software is a Agile Methodology, "Fast Delivery, High Quality with Constantly communicate between the stockholders".

Often customers at the beginning of project, they have got just an idea of what they need. Collaboration between team members, project managers and customers, production of frequents software releases, will allow to reach easily common goals.
